A new forensic report by the Auditor-General has found that Gifty Oware-Mensah, a former Deputy Executive Director of the National Service Authority, was wrongly listed as a national service person while she was already serving as a full-time public officer.
The report says her enrolment as a service person was approved by Mustapha Ussif on April 22, 2021. That approval allowed her to receive a total of GH¢6,708.48 in service allowances from the state.
The Auditor-General described the arrangement as unlawful since Oware-Mensah was not eligible to perform national service while occupying a salaried public position.
The report is part of a broader forensic audit into irregularities within the National Service Scheme and related institutions.
