The new Free Primary Healthcare policy will cover basic services before handing patients over to existing national schemes for further treatment, according to the Chief Executive Officer of the Social Investment Fund, Abass Nurudeen.
“Where free healthcare ends, NHIS takes over then Mahama Care steps in for comprehensive support,” he said.
Speaking on Metro TV’s GMG programme with host Moro Awudu on Tuesday, April 14, 2026, Mr Nurudeen said the policy has been designed as a tiered system to ensure continuity of care.
Under the arrangement, patients will receive free consultations, minor treatments and preventive services at Community-based Health Planning and Services compounds and community clinics.
More complex care will then be handled by the National Health Insurance Scheme, with Mahama Care providing additional specialised support.
Mr Nurudeen said the approach is intended to eliminate gaps in access to healthcare, particularly for those who currently fall outside the insurance system.
He also outlined the role of the Social Investment Fund, which he said is coordinating resources from the Mahama administration to strengthen NHIS payments and expand the scope of Mahama Care.
The Free Primary Healthcare policy is set to be launched on Wednesday, April 15, 2026. It is expected to extend basic healthcare as a right to millions of Ghanaians, including the estimated 35 percent who are not currently covered by the NHIS.
