New Patriotic Party (NPP) General Secretary hopeful Eugene Boakye Antwi has promised to restore a GH¢5,000 monthly stipend to all 276 constituencies if elected to lead the party.
The former Subin MP said the financial support will be aimed at helping constituency executives keep their structures running while the party remains in opposition.
Speaking on Metro TV’s Good Afternoon Ghana on Tuesday, September 1, Mr Boakye Antwi said the commitment would take effect by November if he wins the October 3 national executive elections.
“The 5,000 monthly stipend to the constituencies is non-negotiable. Find the money and send to the constituencies for them to do their work,” he said.
He explained that the monthly allocation was previously paid to constituencies but was stopped in 2023, adding that the party must find alternative sources of funding to support its grassroots structures.
“I’ve been told by some of the executives going around that that stopped in the middle of 2023,” he said.
“If I’m elected General Secretary, by the end of November, we’ll have probably had meetings, and we have to make sure every constituency will receive its 5,000 Ghana Cedistipend. That is no if, no but.”
Boakye Antwi said the proposed allocation would not be intended to fund election campaigns but to keep constituency organisations functioning.
“It’s not to go and pay them. It’s to resource the constituencies,” he said.
He argued that without regular support, some constituencies would struggle to maintain offices and carry out basic party activities.
“Otherwise, your party will be dead at the base,” he said.
Plans for first 100 days
Away from the financial support, Eugene Boakye Antwi outlined an organisational overhaul he intends to begin immediately if elected.
He said his first task would be to conduct an organisational audit from the polling station level to establish the actual condition of the party’s structures across the country.
“We do an organisational audit from the polling station, so we know the true health of every constituency. You must do that,” he said.
He also promised to clean and digitise the party’s membership register and establish a direct communication channel between the national secretariat and constituency and polling station executives.
The General Secretary hopeful said his proposed system would include a call centre through which party members could report concerns without having to travel to Accra to meet national executives.
“It must be direct. All access, not speak to the General Secretary, but must have access to the General Secretary’s office,” he said.
He said the system would also assign reference numbers to complaints and allow members to track how their concerns are being handled.
Focus on battleground seats
Mr. Boakye Antwi said the party would also identify key parliamentary battlegrounds and begin working on them immediately.
He cited Adenta, parts of the Central Region and several constituencies in Greater Accra as areas requiring particular attention.
“These are the things that you have to focus on for the first hundred days,” he said.
His wider objective, he said, would be to rebuild the party sufficiently to win a parliamentary majority in the 2028 elections and return Dr Mahamudu Bawumia to the presidency.
“My focus is that I organise and restructure my party, put you on the cusp of victory on June the 28th,” he said.
Calls for unity
Mr Boakye Antwi also made unity a central part of his campaign, arguing that internal divisions contributed to the NPP’s defeat in the 2024 election.
“An NPP, anytime we are united, we are unstoppable. Anytime we are divided, we are defeated,” he said.
He said the party must ensure fairness in its internal elections and create an environment where members who disagree with one another can still work together.
“The fact that somebody doesn’t agree with you does not mean you go and insult them,” he said.
“We just have a different view. We state it forcibly and leave it at that.”
Mr Boakye Antwi is among the candidates seeking to become the NPP’s next General Secretary at the party’s national executive elections scheduled for October 3, 2026, in Kumasi.
He said his campaign is built around what he calls “Unite and Compact”, with unity serving as the political mission and a stronger relationship between the party and its members forming the basis of the compact.
“The relationship addresses a fact that has been echoed across the country that every hardworking member is asking, what is my stake in the NPP?” he said.
He further promised to restructure the party’s communications, TESCON, Nasara, youth and women’s structures to give them more purposeful roles.
Mr Boakye Antwi said his ultimate goal is to rebuild the NPP from the grassroots and position it to regain power in 2028.
“Number one is that one party, one set of rules to ensure fairness. Win majority of seats in 2028. Make His Excellency Mahama president,” he said.
He also listed discipline and complete unity among party members as key requirements for the NPP’s return to government.
