Civil Servants begin nationwide AI skills programme

Civil servants have begun a nationwide training programme in artificial intelligence aimed at improving public service delivery and supporting Ghana’s digital transformation agenda.

The Ministry of Communication, Digital Technology and Innovations, in partnership with UNESCO, launched the first cohort of the three day training in Accra on March 24, 2026.

The programme is designed to equip participants with basic knowledge and practical skills in artificial intelligence to help implement Ghana’s National Artificial Intelligence Strategy.

Speaking at the opening session, the Director of General Administration at the Ministry, Alfred Nortey, said the initiative forms part of government efforts to modernise public administration through digitalisation. He noted that artificial intelligence offers opportunities to improve efficiency, strengthen policy development and enhance service delivery, but requires careful attention to governance and ethics.

Mr Nortey explained that the programme is being delivered using a training of trainers approach to ensure that knowledge gained is shared across the Civil Service. Participants are expected to serve as resource persons within their respective institutions.

He said the training covers core concepts such as machine learning, neural networks and the artificial intelligence development process. Participants are also being introduced to the differences between predictive and generative artificial intelligence, with emphasis on human oversight to ensure accuracy and accountability.

The training, which will run in four cohorts between March and May 2026, also addresses key risks including algorithmic bias, misinformation, data privacy and cybersecurity.

In remarks delivered on behalf of the Office of the Head of the Civil Service, Elizabeth Obeng Yeboah urged participants to play a leading role in translating national artificial intelligence policy into practical results. She said artificial intelligence is already shaping governance worldwide and stressed the need for civil servants to be prepared to use it effectively.

She added that participants have been carefully selected to help extend artificial intelligence knowledge across ministries, departments and agencies, while upholding principles of fairness, transparency, accountability and data protection.

Facilitators for the programme include UNESCO consultants Adekemi Omotubora and Ibrahim Goni, as well as artificial intelligence governance expert Kuami Ahiabenu.

The initiative is expected to strengthen institutional capacity and support the responsible use of artificial intelligence across government, with the goal of delivering more efficient and citizen focused public services.
