The Ghana Revenue Authority (GRA) has announced that the long-anticipated implementation of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), will officially take effect on July 16, 2025. This comes after a temporary suspension of the policy’s rollout last month.
In a statement signed by Acting Commissioner-General Anthony Akwasi Sarpong, the GRA confirmed the new effective date and urged all relevant stakeholders—including importers, fuel distributors, and customs agents—to ensure full compliance.
The delay, initially communicated on June 13, was made in consultation with the Ministry of Finance and the Ministry of Energy.
According to the GRA, it was intended to allow for closer monitoring of international fuel prices and to safeguard the progress made in stabilising local pump prices.
“Following a thorough review of prevailing market indicators and in line with the government’s commitment to ensuring stable economic conditions,” the GRA noted, “the implementation of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), will now commence, effective 16th July 2025.”
As part of preparations, the Integrated Customs Management System (ICUMS) has been fully updated to incorporate the revised levy structure. All customs declarations made from the effective date onward will be subject to the new levy computations.
The GRA described the amended levy as a “critical revenue measure” aimed at sustaining Ghana’s energy infrastructure and supporting broader economic stability. It also serves to align Ghana’s energy pricing and financing frameworks with evolving global market dynamics.
Industry players and the general public were encouraged to cooperate fully to ensure a smooth and efficient implementation of the revised law.
The Energy Sector Levies (Amendment) Act, 2025 introduces updated provisions that seek to strengthen revenue mobilisation, finance infrastructure development, and service sector-related debt—all while supporting Ghana’s broader fiscal and macroeconomic objectives.
