Finance Minister inspects abandoned Market Circle project ahead of 2026 budget presentation

Finance Minister Dr. Cassiel Ato Forson has hinted that government’s ongoing debt restructuring will pave the way for the resumption of stalled infrastructure projects, including the Market Circle redevelopment in Takoradi.

In a social media post on Sunday, November 9, 2025, Finance Minister Ato Forson disclosed that he had visited the Western Regional capital to inspect the abandoned Market Circle project ahead of the presentation of the 2026 Budget Statement and Economic Policy to Parliament on Thursday, November 13, 2025.

“Ahead of the 2026 Budget Presentation on Thursday, November 13, 2025, I journeyed to Takoradi yesterday to inspect the abandoned Market Circle project,” Dr. Ato Forson wrote.

The Finance Minister described the visit as a reminder of the project’s potential to transform livelihoods in the oil city.

“Standing at the heart of this vibrant city, the site reminded me of the immense promise it holds for thousands of traders and families,” he noted.

He further assured residents and traders in the Western Region that government remains committed to completing the project once ongoing fiscal stabilization efforts are concluded.

“I’m pleased to assure our compatriots there that the contractor will return to the site early next year as we conclude the ongoing debt restructuring,” Dr. Forson stated.

The inspection comes just days before Dr. Forson is scheduled to present the 2026 Budget to Parliament, a policy document expected to outline measures for fiscal consolidation, job creation, and recovery of stalled public projects under the government’s Post-Debt Restructuring Growth Agenda.

The Market Circle project, one of the largest market redevelopment initiatives in Ghana, has been on hold for months due to financing constraints linked to the country’s debt crisis. Its completion is anticipated to boost commercial activity and enhance safety for traders and shoppers in Takoradi.

Observers say the Minister’s visit signals that the upcoming budget may place renewed emphasis on infrastructure revival, social spending, and support for local economic recovery after two years of tight fiscal adjustments.
