Full document: Code of Conduct for gov’t appointees launched by President Mahama

President John Dramani Mahama on Monday, May 5, 2025, launched a Code of Conduct for his appointees as part of his 120-day Social Contract aimed at enhancing ethical governance.

The 66-page document outlines specific codes that apply to ministers, deputy ministers, presidential staffers, the Chief of Staff, CEOs and their deputies, members of the Council of State, board members, and other political appointees within the executive arm of government.

Key provisions of the Code include:

  • Appointees must avoid or fully disclose any situation that creates a conflict between their personal interests and official duties, including holding stakes in companies that conduct business with the government or using insider information for personal gain.
  • Appointees are prohibited from accepting gifts or favors from companies or individuals with an interest in governmental decisions. Gifts received during official engagements valued over GHC20,000 must be declared and surrendered upon leaving office unless the President permits retention.
  • Government funds cannot be used to purchase or distribute hampers or gift items, except for modest gifts to staff as rewards for excellence or upon retirement.
