The Ghana Medical Trust Fund Bill, a key component of President John Dramani Mahama’s healthcare agenda, has received cabinet approval and is set to be transmitted to Parliament for passage into law.
President Mahama announced the development during a ceremonial event where Ghana’s security services made a donation to the MahamaCares health fund, a program he launched in April 2025 to support treatment for non-communicable diseases.
“I’m happy to say only yesterday, the cabinet approved the bill for onward transmission to Parliament,” the President said during his remarks.
The bill, once enacted, will establish a legal framework for the MahamaCares initiative and create a sustainable funding mechanism for long-term healthcare financing.
President Mahama revealed that once Parliament passes the legislation, a board of independent trustees will be appointed to manage the fund.
“We’re going to appoint independent trustees, people who are distinguished and well-recognised in this country, to administer the fund,” he added, emphasizing that the trustees will operate autonomously and outside direct government control.
The MahamaCares Fund will be primarily financed through a reallocation of resources from the National Health Insurance Levy (NHIL). Previously, a portion of the NHIL was directed to the consolidated fund, but under the new structure, that uncapped portion will now be reserved for the health fund.
“The Minister of Finance has given it up, and so the full financing is going to the National Health Insurance Authority,” President Mahama explained. “And so we’ve asked them to reserve a portion of it to fund MahamaCares.”
In addition to NHIL contributions, the fund will receive direct budgetary allocations from government, though the President noted that the initiative is designed to draw from diverse financing sources beyond the state’s coffers.
