Ghana’s Latest Dumsor Crisis – What Happened, Why It Happened, and What Comes Next?

Introduction

For months, many Ghanaians have endured recurring power outages, popularly known as “dumsor.” Homes, businesses, hospitals, schools and industries have all felt the impact.

The outages triggered anger across the country. Opposition politicians accused the government of failing to address long-standing energy sector challenges. Government officials insisted there was no nationwide load shedding programme and attributed disruptions to technical and operational difficulties.

Energy experts, civil society organisations, industry players and ordinary citizens all joined the debate.

Then came a major setback: a devastating fire at the Akosombo transmission infrastructure, worsening an already fragile power situation and plunging parts of the country into deeper uncertainty. The destruction of critical facilities linked to the evacuation of power from Akosombo significantly disrupted electricity supply nationwide.

Today, the question many Ghanaians continue to ask is simple:
How did we get here?
And perhaps more importantly:
How do we get out?

Understanding Dumsor

“Dumsor” is a term derived from the Akan language meaning “off and on.”

It became synonymous with Ghana’s severe electricity crisis between 2012 and 2016, when households and businesses endured prolonged outages due to generation shortfalls, fuel supply challenges and financial difficulties within the energy sector.

Years later, many Ghanaians believed the country had moved beyond those dark days.

However, recent outages have revived painful memories and renewed concerns about the resilience of Ghana’s electricity system.

The First Signs of Trouble

Before the Akosombo incident, many communities had already been experiencing intermittent outages.
Businesses complained about unpredictable supply.
Households reported repeated power interruptions.
Manufacturers warned about production losses.
Some officials attributed outages to maintenance works, technical upgrades and transformer replacements.

In 2025, government announced the settlement of approximately 1.47 billion dollars in legacy energy sector debts as part of efforts to stabilize the industry.

While that represented progress, experts say financial sustainability remains critical to preventing future crises.

Government has repeatedly pointed to inefficiencies in revenue collection within the electricity distribution chain.

President Mahama has publicly stated that losses within the Electricity Company of Ghana remain significant and affect the sector’s ability to meet obligations to power producers and suppliers.

Simply put:

If power providers are not paid on time, the entire system becomes vulnerable.

Ghana’s population continues to grow.
Urbanisation continues.
Industrial activity is expanding.
More homes require electricity than ever before.

Support efforts to protect public infrastructure.

Hold leaders accountable through constructive civic engagement.

Trust must be earned through performance.
At the same time, national resilience is strengthened when citizens remain informed rather than alarmed.

The latest dumsor crisis was not caused by one event.
It was the result of several interconnected factors:
