GNPC Saga: Best practices needed to revamp the oil sector – Eric Amoako Twum

A government spokesperson, Eric Amoako Twum, has made a clarion call on Parliament to scrutinize the operation of GNPC and the act that binds it.

According to Mr. Twum, the country needs this scrutiny to scale up its oil sector.

Speaking on Metro TV’s Good Morning Ghana on Wednesday, 24th May 2023, Mr. Amoako suggested that countries like Norway and Denmark have made a clear path by subjecting their natural resources to best practices.

“I feel that Parliament as an institution should take a second look at the whole arrangement, in terms of how GNPC operates so that we will be able to bring it up to speed with best practices. Some of the best practices are what pertains to the Scandinavian countries like Norway, Denmark, and all of those places where they also have huge amounts of natural resources like we do,” he said.

He emphasizes that having the natural resources must give the country the upper hand to want to decide for itself and not have some contractual agreements that will eventually become a bitter pill for the country to swallow.

He added that going forward the government must review contracts of deals it opens itself to, as required by the constitution.

Eric Amoako Twum further commended the Energy Minister, Dr. Matthew Opoku Prempeh for not giving the nod to such a heinous contract, rather requested a bigger scrutiny from the Executive Board, intimating that his stance on the act getting reviewed remains unchanged.

Background

Some strong allegations were made by the Energy Minister, Dr. Matthew Opoku Prempeh against the Ghana National Petroleum Corporation (GNPC) Board Chairman, Freddy Blay.

According to Dr. Prempeh, the GNPC Board chairman is said to have written to PetroSA with an offering of splitting equally the Interest held by GNPC’s subsidiary Jubilee Oil Holdings Ltd.

A deal which is preposterous in the view of the sector minister.

The issue is currently on the table for discussion with several people offering their best solutions to see how the matter can be solved.
