GRA to begin implementation of fuel levy tomorrow

The Ghana Revenue Authority (GRA) has issued a Tariff Interpretation Order (TIO) to implement changes resulting from the enactment of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141).

The new rates will take effect on Monday, June 9, 2025.

The new rates are aimed at raising additional revenue to support the payment of energy sector shortfalls, reduce energy sector legacy debts, and stabilize power supply.

The rates applicable under the Energy Sector Levies Act, 2025 (Act 1135), as amended by Act 1141, include:

– Motor spirit (petrol): 0.95 to 1.95
– Gas oil (diesel): 0.93 to 1.93
– Heavy fuel oil: 0.04 to 0.24
– Liquefied petroleum gas (LPG): 0.73 (no change)

The GRA has provided transitional arrangements for petroleum products lifted before June 9, 2025, which will be based on the old rates.

However, any payments for products lifted on or after June 9 will be affected by the new taxes.

The Commissioner-General of the GRA, Rev. Anthony Kwasi Sarpong, has directed all ports and stations to strictly comply with the new rates effective June 9, 2025.
