IMANI Africa boss unhappy with Energy Minister over ‘dumsor’ levy

President of IMANI Africa, Franklin Cudjoe, has urged Energy Minister John Jinapor to scrap the Dumsor Levy, imposed through the Energy Sector Levy (Amendment) Bill, 2025.

The bill, which was passed on Tuesday, June 3, introduces a GHC1 per litre levy on petroleum products to address energy sector shortfalls and debt repayment.

In a Facebook post, the policy think tank boss expressed his disapproval, arguing that there are several waste in the sector to help pay for the debts instead of introducing a new tax.

“Dumsor Levy replaces E-levy? My dear brother Energy Minister, please discontinue this dream immediately,” Franklin Cudjoe wrote.

He added that there are “a lot of waste in the sector” and offered the help of IMANI Africa and other civil society organizations to identify and cut unnecessary expenses.

His criticism comes on the heels of the controversy surrounding the bill’s passage, with several energy experts wholly rejecting it.

Meanwhile, Finance Minister Dr. Cassiel Ato Forson has defended the introduction of the levy, despite saying there is no need for more taxes during the presentation of the 2025 budget statement and economic policy.

He cited the energy sector’s $3.1 billion debt as of March 2025. According to him, the recent gains in the cedi’s value would offset the levy’s impact on fuel prices.
