Finance Minister Dr. Cassiel Ato Forson has disclosed that the government recorded higher tax revenue in 2025 despite abolishing what he described as “nuisance levies,” including the Electronic Transfer Levy (E-Levy).
Presenting the 2026 Mid-Year Budget Review on the floor of Parliament, Dr. Forson stated that the government’s tax reforms have not weakened domestic revenue mobilisation as some critics had predicted.
“In 2025, government collected more taxes even after scrapping nuisance levies such as the E-Levy,” the Finance Minister told Parliament.
According to Dr. Forson, the improved tax performance demonstrates that broadening the tax base, enhancing compliance, and strengthening revenue administration can generate higher revenue without imposing burdensome taxes on citizens.
The Finance Minister’s remarks come amid ongoing debates over the impact of the removal of the E-Levy, which was introduced to raise domestic revenue but faced widespread public criticism.
The government has maintained that eliminating the levy was intended to ease the financial burden on Ghanaians while pursuing more efficient and sustainable methods of tax collection.
