NHIS revenue jumps by GH₵3.26 billion after levy uncapping — Health Minister

Ghana’s National Health Insurance Scheme (NHIS) is experiencing a major financial uplift following the government’s strategic move to uncap the National Health Insurance Levy, Minister for Health Kwabena Minta Akandoh announced during the Government Accountability Series in Accra.

The unblocking of the levy has resulted in a significant revenue increase for the National Health Insurance Authority (NHIA) from GH₵6.52 billion in 2024 to GH₵9.76 billion in 2025, marking a sharp GH₵3.26 billion boost.

“This is a game-changer,” said the Minister. “It enables the NHIS to expand coverage, enhance its benefit package, and accelerate our national progress toward universal health coverage (UHC).”

Increased Claims Payments, Improved Access

The Minister outlined how the increased funding is already making an impact on the ground. In 2024, 56.2% of NHIS funds were allocated to claims payments, the critical reimbursements that keep hospitals and clinics running. In 2025, that figure has jumped to 65%, and the government plans to increase it even further to 75% by 2026.

“With this level of funding, we can ensure that every cedi reaches frontline services and translates into real care for real people,” Akandoh stated.

“We are fulfilling our promise to prioritise the health of every Ghanaian.”

A Vision for Sustainable Health Financing

The uncap decision, described by the Minister as “visionary,” is part of a broader health financing reform agenda by the Mahama-led government. By unlocking previously restricted health insurance revenues, the administration has taken a critical step toward financial sustainability for the sector.

“This isn’t just about numbers, it’s about lives,” Mintah Akandoh said.

“Every cedi we unlock and allocate effectively gets us closer to a healthcare system that leaves no one behind.”

The policy forms part of broader government reforms in the health sector, which also include expanding primary care access, boosting local pharmaceutical production, and upgrading infrastructure.
