The Public Accounts Committee (PAC) of Parliament has directed the Attorney-General and Minister for Justice Dr. Dominic Ayine to initiate legal action against former management officials of the University of Education, Winneba (UEW) for authorising the payment of GH₵28 million in unapproved allowances.
The Committee said the payments, which occurred between 2020 and 2021, were not captured in the university’s approved budget and had no corresponding documentation to justify the disbursements.
During the Committee’s sitting on Wednesday, November 5, 2025, the Vice-Chancellor of UEW, Professor Stephen Jobson Mitchual, confirmed that the university’s internal audit had identified the payments as irregular and that efforts to recover the money had so far proved unsuccessful.
“Honourable Chair, these activities have been described by the auditors as illegal,” he said.
“Unfortunately, Honourable Chair, we have not been able to retrieve it,” Professor Mitchual added.
Following the disclosure, the PAC resolved to refer the matter to the Attorney-General’s Department for prosecution and recovery of the amount involved.
The Committee expressed concern over the persistent financial malpractices in tertiary institutions and urged management teams to enforce stronger oversight and accountability mechanisms.
The Committee has committed to collaborate with the Auditor-General’s Department to ensure that public funds were used judiciously and in line with financial regulations.
