PDS Scandal: Three citizens petition OSP to probe Bawumia’s involvement

Three Ghanaian citizens have petitioned the Office of the Special Prosecutor (OSP) to investigate Vice President Dr. Mahamudu Bawumia’s alleged complicity in the botched Power Distribution Services (PDS) deal.

According to the petitioners, Issifu Seidu Kudus Gbeadese, Elikem Kotoko, and Stephen Kwabena Attuh, Dr. Bawumia chaired a meeting that downgraded the required Bank Guarantee to an Insurance Guarantee, a decision that led to the loss of $190 million to the Government and people of Ghana.

The petitioners allege that the Insurance Guarantee was fraudulently procured and that the subsequent audit reports revealed that the Qatari Insurance Company, Al Koot, did not authorize the transaction.

The petitioners are demanding that the OSP investigates Dr. Bawumia’s role in the decision-making process, recovers the $4.25 million withdrawn from ECG’s account for the Insurance Guarantee, and probes any related matters that led to the termination of the PDS deal.

The petition is grounded under section 3(1)(g) of the Office of Special Prosecutor Act, 2017 (Act 959).
